Two vie for Washougal council seat

Fiscal responsibility, growth, safety among candidate priorities

Two newcomers are vying for outgoing Washougal City Councilor Julie Russell’s position on the Nov. 4 ballot.

Marty Swofford Jr. is a U.S. Navy veteran who served more than 10 years as an aviation electrician. He currently works in operations leadership, specializing in strategic planning, process improvement and fiscal accountability.

“(In the Navy), I gained extensive leadership and organizational experience,” he said. “Professionally, I’ve led multimillion-dollar operational improvements across industries ranging from aerospace to construction. I bring a unique mix of leadership, financial management, and operational expertise.”

Swofford, 43, has served as a volunteer for several organizations, including Orchard Hills Golf & Country Club, Clark County Youth Football, Washougal Youth Basketball and East County Little League.

“With growth and new challenges ahead, I believe the city needs proven leaders who understand fiscal responsibility, community priorities and smart development,” he said. “I’m running to provide that leadership — advocating for balanced growth that respects our small-town character, supporting strong public safety and essential services, revitalizing our town center, and ensuring every tax dollar is used responsibly.”

Swofford said that as a councilor, he will prioritize growth and housing, public safety and services, fiscal responsibility and community vitality.

Swofford’s opponent, Cam Stevens, did not respond to interview requests from The Columbian nor submit information to the Clark County voters’ pamphlet.
