Work continues on The Ledges at former quarry

8-story condo complex expected to wrap by end of 2025 or early 2026

The Ledges at Palisades sits atop a cliff on the border of Camas and Vancouver in what used to be Fisher’s Quarry.

Given that the project is visible from state Highway 14, many people pass by daily. Several of them recently contacted The Columbian to ask about what appears to be a lack of progress on the eight-story apartment and condo complex.

Vancouver-based Kirkland Development broke ground in 2021.

“Construction never stopped,” said Dean Kirkland, chairman of Kirkland Development.

He said the work site has gotten much busier over the past three months.

Kirkland expects the project to wrap up near the end of 2025 or early 2026. Crews will be working on the building’s exterior soon.

“We’re very proud of the project,” he said. “The views are spectacular.”

Kirkland said his company likes to pursue ambitious projects, which take more time.

“It’s not like building a strip mall,” he said. “This is very big.”

Clark County records show several construction liens were placed on the project earlier this year but have since been removed. Neither of the two companies that issued the liens returned The Columbian’s requests for comment. Kirkland said the liens were a normal part of business.

“It’s a very challenging project,” Kirkland said.

The Ledges will include 51 condos and 90 apartment units, with secured parking and other amenities. Kirkland said the eight-story building complex includes two pools, rooftop entertaining spaces and outdoor barbecue areas.

Kirkland expects the condos will be available starting next spring.

The Ledges is one of several housing projects planned for the nearly 200-acre Fisher’s Quarry area, which will ultimately include hundreds of multifamily units. It’s one of only two, however, that have so far moved forward.
